The first number (6.5") is the cigar's length. The second number (50) is the cigar's ring guage (diameter). The ring guage is measured in 1/64th of an inch. So a 64 ring would be 1 inch in diameter.

Yes, it is a reference to post-roll aging. According to Oliva, they typically allow them to age for 6 months after being rolled.
